of any plant that has storm sewers that drain to surface waters. Michigan, for example, requires such plants to obtain a National Pollution Discharge Elimination System (NPDES) permit from the Michigan Department of Environmental Quality as part of a general permit. This permit is required under the Water Resources Commission Act (Act 245 of 1929) and its amendments. The NPDES permit requires compliance in three ways:
